It is the largest gathering to date under the Expanded Career Progression (ECP) System.

On Monday, April 27, President Ferdinand Marcos Jr. led the mass oath-taking of more than 8,000 newly promoted teachers and school heads from Western Visayas in Roxas City, Capiz.

In his speech, the President assured that the government will continue its support, citing efforts to strengthen career growth, welfare, and working conditions.

Marcos also emphasized that the ECP System helped address the long-standing challenge of slow promotion for teachers due to limited permanent positions, as it allows teachers to either continue focusing on classroom instruction or pursue leadership roles in school management.

Just as you have guided your students to grow, this system supports you and your growth as professionals,” the President said, adding that a total of 79,230 teachers and school heads have been promoted under the scheme from August 2025.

President Marcos also reiterated the commitment of his administration to make sure that no teacher will retire at entry-level rank or Teacher I and noted that additional promotions are currently being processed to ensure that no teacher is left behind.

Aside from career progression, President Marcos cited ongoing reforms to improve teachers’ working conditions and welfare.

These include reducing administrative workload by streamlining paperwork requirements and creating more than 61,000 new teaching positions from 2022 to 2025.

In addition, there is also a PHP10,000 teaching allowance for School Year 2025–2026 and the expansion housing support programs for teachers.

You have carried this responsibility with dedication, with patience, and with heart, going way beyond what is just expected of you,” the President thanked educators for their service. “For that, from the bottom of my heart, from the bottom of the heart of every Filipino, and a grateful nation, thank you.

And so as you have taken your oath today, carry with you both your personal duties and the noble duty of being the builders of our nation’s future,” he also said.

The event, which First Lady Liza Marcos also attended, follows the recent inductions of some 3,300 teachers and school heads in Cebu, 2,600 in Davao, and 2,100 in Eastern Visayas.
