It is the government’s flagship housing initiative.
On Thursday, April 23, President Ferdinand Marcos Jr. visited the Palayan City Township Project in Isabela, which is now taking shape three years after its launch.
During which, he was joined by Department of Human Settlements and Urban Development (DHSUD) Secretary Jose Ramon Aliling, Palayan City Mayor Viandrei Nicole Cuevas, and other officials.
The Chief Executive toured residential buildings, community facilities, and amenities such as the central park and clubhouse.
He also met with early homeowners, highlighting the township’s growing community of the project, which is under the Expanded Pambansang Pabahay Para sa Pilipino (4PH) Program.
Covering 23 hectares, the township is designed as a vertical housing community that blends residential buildings with open spaces and shared facilities.
More than three years after its groundbreaking in December 2022, the project has made steady progress, with several buildings already completed and others nearing completion, with families having also begun moving into condominium-type units.
Once completed, it will house around 22,596 beneficiaries across 24 buildings. Units are priced at about PHP1.3 million for 29 sq.m., offered with no down payment and an affordable monthly amortization ranging from PHP3,500 to PHP4,000—aimed at making homeownership attainable even for minimum-wage earners.
Applications remain open to qualified residents of Palayan City and families from other areas.
DHSUD Secretary Aliling noted, “Tatlong taon mula nang simulan itong proyekto, malinaw na ang direksyon—unti-unti nang nabubuo ang komunidad, at nakikita na natin ang tunay na bunga ng programa.”
He added, “Hindi lang ito pabahay. Ito ay pagbubuo ng komunidad kung saan may dignidad, seguridad, at pag-asa ang bawat pamilyang Pilipino.”
The Expanded 4PH program targets one million homes annually from 2023 to 2028, with the goal of reducing the country’s 6.5 million housing backlog, while also generating 1.7 million jobs each year.
President Marcos emphasized the holistic vision of the initiative. “Hindi lang bahay ang itinatayo, kundi komunidad na may kabuhayan at serbisyo,” he said.
