Through this cooperation, both parties aim to give Filipinos a clearer picture of the quality of internet service they are receiving.
In its bid to advance universal, reliable, and measurable internet connectivity for Filipinos, the Department of Information and Communications Technology (DICT) has signed a joint statement of cooperation and intent with Ookla LLC.
Affirmed last October 16, 2025 in Makati City, the DICT will gain access to new tools and reporting mechanisms that ensure faster response to connectivity issues and greater transparency for the public as part of this new partnership.
Moreover, the Downdetector Dashboard will alsp allow the ICT department to detect internet outages in real time, enabling quicker coordination with service providers to address disruptions.
This initiative is also projected to improve the DICT’s Oplan Bantay Signal, which enables online users to check the speed of their connection in real-time and submit feedback and reports.
Ookla will also provide quarterly performance reports detailing network performance across the country, identifying which areas are leading, which are lagging, and where improvements are needed.
“We’re committing to work together, in good faith, guided by data, and driven by one purpose: to give every Filipino a better online experience. With this strategic alliance, we reaffirm the DICT’s dedication to a Philippines where connectivity is transparent, reliable, and always improving,” expressed DICT Secretary Henry Aguda.
Ookla is a global leader in connectivity intelligence known for its Speedtest product, which measures and analyzes internet speeds worldwide.
The company also operates Downdetector, a platform that tracks service outages in real time, and offers a suite of tools that support network design, optimization, and troubleshooting for improved connectivity experiences across the globe.
