Marcos tells national agencies to observe simple year-end celebrations

On December 15, 2025, Executive Secretary Ralph Recto, by authority of President Fedinand Marcos, Jr., issued Memorandum Circular No. 110.

In which, all national agencies, instrumentalities—including government-owned and controlled corporations (GOCCs) and state universities and colleges (SUCs)—have been told to observe austerity in their celebrations of the Christmas season.

The order likewise encouraged local government units to adopt similar austerity measures.

MC 110 directed these agencies to keep their celebrations simple and meaningful, “in solidarity with all the Filipinos still recovering from recent disasters.”

According to the memo, the measure also comes after it was found necessary to adopt austerity measures during the Christmas season to also “ensure greater efficiency in public spending,”

Moreover, the order aims to prevent the misuse of government resources, foster a culture of simplicity within the bureaucracy, and support the government’s efforts to prioritize essential programs and services.

The memorandum likewise underscored the administration’s commitment to “promoting fiscal discipline and the judicious use of government resources,” which are said to be aligned with the country’s socio-economic priorities and ongoing expenditure management reforms.
