- Caloocan City (no face-to-face classes from KINDERGARTEN TO SENIOR HIGH SCHOOL)
- University of Caloocan City (no face-to-face classes in all levels of Graduate Studies)
- Malabon City (no face-to-face classes, but there will be asynchronous classes for ALL PUBLIC SCHOOLS)
- Muntinlupa City (no face-to-face classes, shift to blended learning mode from KINDERGARTERN TO SENIOR HIGH SCHOOL) until May 17, 2024
- Alternative Learning System learners to shift to blended learning on Saturday, May 18, 2024.
- Pasay City (no face-to-face classes in ALL LEVELS, public and private) until May 14, 2024
- REGION I (ILOCOS REGION)
- Umingan, Pangasinan (no afternoon face-to-face classes for PRESCHOOL TO SENIOR HIGH SCHOOL, public) until May 31, 2024
- REGION III (CENTRAL LUZON)
- Bulacan (no face-to-face classes in ALL LEVELS, public and private) from May 8, 2024 onwards until a new memorandum is issued
- REGION IV-A (CALABARZON)
- Tanza, Cavite (no afternoon face-to-face classes from PRESCHIOL TO SENIOR HIGH SCHOOL, public) until May 17, 2024
- REGION VI (WESTERN VISAYAS)
- Iloilo City (no face-to-face classes for ALL LEVELS, public and private) until May 14, 2024
- Schools with air-conditioned classrooms in the city are given the choice to hold face-to-face classes.
