LTO to revoke licenses of motorists endangering pedestrians under new memorandum

On Friday, October 2, the Land Transportation Office (LTO) announced that it has issued Memorandum No. MVL-2026-229.

Under which, guidelines for the improved investigation and resolution of cases involving pedestrians have been outlined.

In the said directive, the LTO has instructed the concerned investigating office or unit must immediately document, investigate, and act upoj cases where they may find sufficient reason to believe that the operation of a vehicle has posed a danger to the public, particularly by placing a pedestrian at risk of death, injury, or serious harm.

In such instances, it told, the motorist involved may be declared an “Improper Person to Operate a Motor Vehicle” under Section 27(a) of Republic Act No. 4136.

“This declaration may serve as grounds for the permanent withdrawal or revocation of their driver’s license, subject to existing guidelines and the observance of due process,” the agency added.

Under this memorandum, individuals walking or crossing the road—including children, senior citizens, and persons with disabilities (PWDs), as well as users of wheelchairs, crutches, canes, walkers, and other mobility devices—are classified as pedestrians.

The scope also extends to individuals pushing or pulling strollers, carts, or other non-motorized conveyances; those alighting from or boarding vehicles; and traffic enforcers, road workers, as well as other authorized personnel performing their duties on the road or in pedestrian lanes.

“Sa mga sunod-sunod na insidenteng kinasasangkutan ng mga pedestrian, mas kailangan nating maging malinaw at mahigpit sa pagtugon sa mga ganitong kaso,” stressed Assistant Secretary Markus Lacanilao.

He continued, “Hindi lang ito tungkol sa pagresolba ng isang insidente, kundi sa pagtiyak na napoprotektahan natin ang buhay at kaligtasan ng mga pedestrian. Kaya mahalagang may malinaw na proseso sa imbestigasyon at pananagutan ng mga mapatutunayang lumabag.”

Motorists were also reminded to exercise caution and discipline while driving, especially in areas with high pedestrian traffic and designated pedestrian lanes.

Yielding the right of way and driving carefully are essential to preventing incidents that could result in injury or loss of life, the LTO emphasized.
