NTC to impose fines against telcos over poor mobile broadband services

According to a news release by the National Telecommunication Commission (NTC) dater Friday, September 25, it is imposing a daily fine worth PHP100,000 against three major telecommunications companies.

These are DITO Telecommunity Corporation (DITO), Globe Telecom, Inc. (Globe), and Smart Communications, Inc. (Smart).

The agency said that the fine, which will be implemented daily “until the identified service deficiencies have been fully rectified,” is caused by the speed tests on mobile broadband services for the month of September 2026 in Metro Manila.

The NTC detailed that they so no improvement from their performance in the first two quarters of the year.

It further stated, “The September results confirmed that previously recorded poor mobile broadband signals remain substantially unchanged, despite the opportunity afforded mobile network operators to undertake urgent corrective measures.”

It also identified the areas of concern for each telecommunications company. The NTC said that DITO needs to address its coverage in San Juan, Pasay and Las Piñas.

Meanwhile, Globe needs to fix its service in Manila, Makati and Quezon City.

As regards to Smart, they are told to rectify their mobile broadband connection in Parañaque, Manila and Pasig.

Tests are to br conducted every two weeks in the affected areas, while the NTC will continue to monitor mobile broadband performance in other parts of the National Capital Region.

Meanwhile, in their respective statements to the Philippine Stock Exchange on Monday, the companies responded to the said NTC order.

DITO CME, which owns DITO Telecommunity, said that the telecoms company is “currently engaging the NTC in discussions with respect to the contents of the Show Cause Letter and will update the public of developments, if any.”

Meanwhile, PLDT, parent company of Smart Communications, said that it “has not received the Show Cause Order” from the NTC.

“Accordingly, Smart is not in a position at this time to confirm or comment on the reported penalty, including its terms, applicability or potential impact on the business and operations of Smart,” it furthered.

However, they stated that once they receive  the Show Cause Order, “Smart will review the same and respond through the appropriate regulatory channels.” 

Furthermore, “should there be any material developments arising from this matter, PLDT will make the necessary disclosures in accordance with applicable regulatory requirements.”

Similarly, Globe stated that it has not yet received the show cause order from the NTC.

“Rest assured, we will disclose relevant details in due course,” the company added.
