NNIC reports P78-B remittance to government, ongoing modernization works since 2024

In a statement, the New NAIA Infra Corp. (NNIC) reported that it has remitted PHP78 billion to the government since taking over the operations of the Ninoy Aquino International Airport (NAIA) in September 2024 under a public-private partnership.

According to the company, the remittance represents the payments, as of August 15, 2026.

Under a 15-year concession agreement, the NNIC disclosed that the government receives PHP30 billion for upfront payment, a fixed annual payment of PHP2 billion, and 82.16% of gross airport revenues covered by the revenue sharing arrangement.

NAIA also remains government owned, while NNIC is responsible for operating, maintaining, rehabilitating and expanding the airport during the concession period.

Meanwhile, the consortium led by San Miguel Corporation spent PHP6.8 billion on the rehabilitation and modernization, which include completed and ongoing works within the complex, repairs and rehabilitation.

It also involves the replacement of aging equipment, passenger processing systems and capacity improvements.

In his message, NNIC President Ramon Ang said: “This is what the concession was designed to do: generate substantial and continuing revenues for government that can help support public services and infrastructure, while bringing in private sector resources to improve the airport.”

Some of the works conducted since the takeover, the company shared, include the expansion and reconfiguration of terminal curbsides, and automation of parking at Terminals 1, 2 and 3 for vehicles, with a Ground Transportation Center located at T3 also being built.

Moreover, NNIC also deployed more than 2,500 new baggage trolleys, 11,820 passenger seats and 20 new inter terminal shuttle buses.

A total of 517 biometric enabled passenger processing units have also been been deployed across the terminals for check in, security and boarding.

These self check-in kiosks, automated pre-security gates and self-boarding gates are already being used by a growing number of airlines.

Meanwhile, 78 new biometric electronic Immigration gates at Terminals 1 and 3  operated by the Bureau of Immigration—and can process eligible travelers in about 20 seconds—were also funded by the company.

Over 65 new restaurant and retail concepts have opened in repurposed areas at Terminal 3, with new food halls and lounges are coming. Similar improvements are underway at Terminals 1 and 2.

Airport Wi-Fi capacity has been upgraded, alongside rehabilitation of power and air conditioning systems, elevators, escalators, walkalators, restrooms and other aging facilities.

Baggage handling systems have also been upgraded, while wayfinding across the airport is also being progressively upgraded, with older directional signs being replaced by more modern signage that is easier for passengers to follow.

In addition, Flight Information Display Systems (FIDS) have also been upgraded and expanded across the terminals, giving passengers better access to real time flight information.

New passenger boarding bridges have been ordered, with installation being carried out in phases while the terminals remain in operation.

At Terminal 2, a new North Wing Bus Gate is scheduled to open in mid September, expanding the terminal’s ability to handle flights at remote aircraft stands and improving the use of available gate capacity.

Operational changes have included the reassignment of airlines among terminals, reconfiguration of aircraft parking and airside movements, and new performance agreements with airlines and ground service providers.

NNIC has carried out flood mitigation work around NAIA, clearing nearby waterways and drainage systems to improve water flow and reduce flood risk.

Work will continue across terminal buildings, airside infrastructure, power and utility systems, baggage systems, passenger processing technology and other facilities needed to improve NAIA’s capacity and reliability,” NAIA stated as works will be carried out during operating hours.

In March 2026, NAIA ranked seventh globally for layover food options and sixth for affordable airport lounge access in a study by UK based Airport Parking and Hotels and received its first Airport Customer Experience Accreditation from Airports Council International in 2025.

According to the NNIC, the ACI Airport Service Quality survey of passengers across all terminals gave NAIA a satisfaction score of 4.06 out of 5, with a 4.0 performance score required under the concession agreement.

Throughout 2025, the airport served a record 52.02 million passengers.

We have made significant progress in less than two years, but there is still a lot more work ahead. Our investments will continue as we modernize NAIA while keeping the airport fully operational,” added Ang.
