As inclement weather prevails in several parts of the country.
Through Memorandum Circular No. 135, the Malacañan Palace directed the shift of classes at all levels and work in government offices to alternative arrangements in Metro Manila and a number of provinces in Luzon on Thursday, September 10, 2026.
The move was done following a recommendation from the National Disaster Risk Reduction and Management Council, as the it is anticipated that there will be continued heavy rainfall associated with the enhanced Southwest Monsoon (Habagat).
Affected by this announcement are National Capital Region and the provinces of La Union, Pangasinan, Benguet, Bataan, Bulacan, Pampanga, Zambales, Batangas, Cavite, Laguna, Rizal, Occidental Mindoro, and Oriental Mindoro.
“Agencies involved in the delivery of basic and health services, preparedness/response to disasters and calamities, and/or the performance of other vital services shall continue their operations and render the necessary services,” the memorandun read.
Meanwhile, Contract of Service (COS) and Job Order (JO) workers, who are placed under alternative work arrangements, shall be paid the corresponding wages or salaries, subject to applicable rules and regulations.
“Unless otherwise directed by their respective Local Chief Executives, alternative learning modes for classes at all levels in public and private schools shall be implemented in the aforementioned areas,” it furthered.
Other localities not covered by the memorandum may implement localized cancellation or suspension of classes and/or work in government offices may be implemented by their respective Local Chief Executives,.
“The suspension of work or adoption of alternative work arrangements in the private sector shall be left to the discretion of management,” the circular also noted.
