On Saturday, August 29, large swaths of Luzon experienced heavy rains and flooding due to the Southwest Monsoon (Habagat), which affected areas in North, Central, and Southern parts of the landmass, including Metro Manila.

At the Science Garden station in Quezon City, the Department of Science and Technology – Philippine Atmospheric, Geophysical and Astronomical Services Administration (DOST-PAGASA) was able to measure the amount of rain that it recieved.

According to the data collected, 143.5 millimeters (mm) of rainfall was measured within the nine-hour period from 9:00 am to 6:00 pm on Saturday. This is higher than the  103.4 mm the site logged throughout the entire day on Friday, August 28.

In total, 246.9 mm of rain was dumped by the Habagat in Metro Manila on both days.

According to an update provided by the  Metropolitan Manila Development Authority (MMDA), it responded to flood control needs within its jurisdiction by deploying mobile pumps, having the dedicated flood control and clearing teams on standby, traffic enforcers guiding motorists, and continued monitoring.

Meanwhile, per the 8:00 pm bulletin by the state weather bureau, the Low Pressure Area (LPA 08i) has already exited the monitoring domain of PAGASA (TCID).

Although, the Low Pressure Area (LPA 08j) is being monitored INSIDE the Philippine Area of Responsibility (PAR) and has a “high” chance of developing into a Tropical Depression within the next 24 hours of the bulletin’s issuance.

As for Tropical Depression Saudel (formerly Obet), the disturbance has re-entered the Tropical Cyclone Information Domain (TCID), but is still outside of PAR.

For its weather outlook as of 11:00 pm on Saturday night, meanwhile, the state weather bureau forecasts that Ilocos Sur, Pangasinan, La Union, Benguet, Bataan, Zambales, Tarlac, and Pampanga will receive between 100-200 mm.

Meanwhile, between 50-100 mm of rain is expected in Metro Manila, Ilocos Norte, Abra, Apayao, Kalinga, Ifugao, Mountain Province, Nueva Vizcaya, Nueva Ecija, Bulacan, Rizal, Cavite, Laguna, Batangas, and Occidental Mindoro.

“Forecast rainfall may be higher in mountainous and elevated areas. Moreover, impacts in some areas may be worsened by significant antecedent rainfall,” warned PAGASA.

The public disaster risk reduction and management offices concerned have also been  advised to take all necessary measure to protect life and property.

Furthermore, PAGASA Regional Services Divisions may issue Heavy Rainfall Warnings/Thunderstorms Advisories, and other severe weather information specific to their areas of responsibility as appropriate.
