As the Southwest Monsoon continues to bring heavy rainfall in several parts of the country.
Through Memorandum Circular No. 128, Malacañang directed the suspension of face-to-face classes at all levels, both public and private schools, and the shift to alternative work arrangements for government offices in the National Capital Region and 14 province in Luzon.
The said order was issued upon the recommendation of the National Disaster Risk Reduction and Management Council (NDRRMC) and is in view of heavy rainfall warnings issued by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).
This, as the Southwest Monsoon (Habagat) is expected to continue bringing poor weather conditions on Tuesday, August 18, 2026.
The said Memorandum covers the following areas:
- Metro Manila
- Ilocos Sur
- La Union
- Pangasinan
- Benguet
- Bataan
- Pampanga
- Tarlac
- Zambales
- Batangas
- Cavite
- Laguna
- Rizal
- Occidental Mindoro
Meanwhile, agencies involved in the delivery of basic and health services, disaster preparedness/response and other vital services shall continue their operations and render the necessary services.
As for other areas not covered by the order, localized cancellation or suspension of classes and/or work in government offices may be implemented by their respective Local Chief Executives, pursuant to relevant laws, rules and regulations.
For those in the private sector, the suspension of work or adoption of alternative work arrangements are left to the discretion of management.
