Due to continued heavy ranfall caused by the Southwest Monsoon (Habagat) in several parts of the country.
Late Sunday evening, August 9, Malacañang issued Memorandum Circular No. 123 for the status of classes and work in several areas due to the ongoing heavy rains experienced by the country.
Signed by Executive Secretary Ralph Recto, upon the recommendation of the National Disaster Risk Reduction and Management Council (NDRRMC), the MC allows the implementation of work-from-home arrangements in government offices and alternative learning modes in public and private schools in the following areas.
- Metro Manila
- Ilocos Sur
- La Union
- Pangasinan
- Abra
- Benguet
- Bataan
- Bulacan
- Pampanga
- Tarlac
- Zambales
- Rizal
- Cavite
- Batangas
- Occidental Mindoro
- Oriental Mindoro
“Unless otherwise directed by their respective local chief executives, public and private schools in the affected areas shall shift to alternative learning modes for classes at all levels on August 10,” the memorandum added.
Meanwhile, government agencies concerned in the delivery of basic and health services, disaster and calamity preparedness and response, and other vital services are directed to “continue their operations and render the necessary services.”
As regards to the localized cancellation or suspension of classes and/or work in government offices in other areas may be implemented by their respective local chief executives.
“The suspension of work or adoption of alternative work arrangements for private companies and offices is left to the discretion of their respective heads,” it furthered.

Local government units in other areas have also decleared the suspension of classes and/or government work in their respective areas for Monday, August 10, 2026.
