DepEd chief Angara expedites release of LCS funds to build disaster-resilient classrooms

Department of Education (DepEd) Secretary Sonny Angara has expedited the release of funds for Learning Continuity Spaces (LCS).

The said funding will be used to build disaster-resistant classrooms, especially in needy schools, and through the Basic Education Facilities Fund (BEFF), DepEd also aims to address the backlog of classrooms nationwide using this fast and practical method.

Under the 2026 budget of the department, which amounts to over PHP1 trillion, PHP3.5 billion has been allotted to the LCS program for schools that have a severe shortage of classrooms, old and condemned buildings, and need immediate space for learning.

In accordance with the order of President Bongbong Marcos, we will expedite the release of funds for disaster-resistant classrooms. The important thing here is that children’s education is not interrupted,” he said. “This is part of the Marcos administration’s plan to ensure that aid and quality facilities reach quickly, especially in areas that are struggling due to the lack of classrooms.”

To ensure fast implementation, Angara also said the DepEd will directly release the funds directly to the Schools Division Offices (SDOs) so that they can manage the procurement of materials and construction themselves.

The education chief also emphasized the flexibility of the LCS strategy, especially with the materials and labor being local—thus making it easier to adjust the design based on the needs of each site.

Except for special components such as sandwich panels, most of the materials will be purchased from local hardwares in the area to avoid delays in delivery and help the local economy.

Compared to traditional construction, each LCS unit can be built and used in just one to two weeks. Although less expensive than permanent buildings, DepEd noted that it meets strict safety standards to withstand disasters—ensuring students in vulnerable areas can quickly return to their classrooms safely and comfortably.

Angara then urged other field offices to emulate the success of the LCS construction in Masbate, Davao, and Bogo City.
