As the country faces challenges due to the rising oil prices.
On Tuesday, March 24, the Civil Aviation Authority of the Philippines (CAAP) announced the reduction of aeronautical fees effective April 1, 2026.
Under the modified rates, the fees, including the landing and takeoff charges, will be decreased to nearly 50% overall, or as high as approximately PHP5,000 per landing.
Regarding Passenger Service Charge (PSC) for international travel at international airports, it will also be reduced from PHP900 to PHP700. For domestic travel at international airports, PSC will be lowered from PHP350 to a range of PHP150 to PHP200.
CAAP also disclosed that in Principal Class 1 airports, fees will be reduced from PHP300 to PHP150–PHP200, while Principal Class 2 airports will see a decrease from PHP200 to PHP100, and community airport fees dropping from PHP100 to PHP50.
Passenger Service Charges are to be paid by travelers, while aeronautical fees are shouldered by airlines.
“We recognize the challenges brought by the ongoing regional tension and its impact on passengers and the aviation industry.” said CAAP Director General Raul del Rosario. “CAAP is implementing reductions in passenger service charges and aeronautical fees to provide immediate relief and support, ensuring that air travel remains accessible during these difficult times.”
For his part, Transportation Secretary Giovanni Lopez said, “Sisiguraduhin po namin na ang lahat ng transport group, kasama na rin ang mga operator, tsuper, commuters, ay makakaasa sila na tutulong po ang gobyerno, makakaasa po na gagawa pa kami ng mga iba’t ibang inisyatibo upang sa ganon maibsan natin yung epekto ng kaguluhan sa Gitnang Silangan.”
RORO TERMINAL FEE DROPPED TO PHP1 FOR VEHICLES TRANSPORTING AGRI PRODUCTS
In a separate notice, the DOTr and the Philippine Ports Authority (PPA) reduced the RORO Terminal Fee (RRTF) for six months of roll-on/roll-off (RORO) vehicles carrying agricultural products to just PHP1 from the existing RRTF that ranges from PHP65 to PHP516, depending on the vehicle type.
It was noted that the reduced RORO Terminal Fee will apply to Type 3 vehicles—light delivery trucks, vans, and pick-up trucks—and Type 4 vehicles like heavy delivery trucks carrying raw and unprocessed agricultural products such as grains (rice and corn), fruits and vegetables, fishery products, and livestock and poultry (raw or unprocessed).
Lopez said the lowered RRTF aligns with government policies on food security, price stabilization, and logistics efficiency while ensuring uninterrupted and cost-effective inter-island distribution of essential agricultural commodities.
“The decreased RORO Terminal Fee will help in lowering the operating costs of owners or drivers of vehicles with agri products,” he said. “Kailangang makabiyahe ang mga produkto kahit mataas ang presyo ng krudo. Ginawa nating piso na lang ang RORO terminal fee para patuloy ang biyahe ng mga essential goods.”
