On Friday, January 2, the Land Transportation Office (LTO) officially began the strict enforcement of the ban on E-trike (electric tricycles) on major highways in the National Capital Region (NCR), based on the regulations of the Metropolitan Manila Development Authority (MMDA).
These thoroughfares inclide EDSA, C-5 Road, Roxas Boulevard, and the stretch from Quirino Ave to Magallanes Interchange along the South Luzon Expressway (SLEX).
LTO Chief and Asec. Markus Lacanilao emphasized that the ordinance is for the safety of the public and told, “Ang pagpapatupad na ito ay nakabatay sa pangkalahatang konsiderasyon sa kaligtasan sa kalsada.“
He continued, “Ang mga pangunahing lansangang ito ay idinisenyo para sa mas mabilis at mas malalaking sasakyan, at hindi angkop para sa mga e-trike dahil sa bilis ng daloy ng trapiko, dami ng sasakyan, at lawak ng mga lansangan. Ang pagsasabay ng mababagal at magagaan na sasakyan sa ganitong uri ng kalsada ay nagdudulot ng malinaw na panganib sa lahat ng gumagamit ng daan.”
Lacanilao also requested for understanding and expressed LTO’s willingness to work with the local government units and the industry to create appropriate routes for passenger e-trikes.
“Naiintindihan natin na marami sa atin ang umaasa sa mga e-trike bilang paraan ng paglalakbay, kaya naman handa ang LTO na makipagtulungan sa mga lokal na pamahalaan at mga sektor ng industriya para bumuo ng mga ligtas at angkop na ruta para sa mga e-trike sa mga darating na araw.”
He furthered, “Hinihikayat din po natin ang mga mamamayan na sumunod sa mga patakaran at makipagtulungan para mapanatili ang ligtas na daloy ng trapiko.”
Those that will violate the e-trike ban on major highways will face sanctions based on Republic Act No. 4136 (Land Transportation and Traffic Code) and the Joint Administrative Order No. 2014-01, including fines and impounding of e-trike.
The LTO will deploy enforcers on critical areas of these highways to inform more people about the he order and ensure proper implementation of the rule.
