Days after a TRO was partially lifted by the Supreme Court.
In its advisory, the Metropolitan Manila Development Authority (MMDA) revealed the upcoming re-implementation of its No Contact Apprehension Policy (NCAP) on Monday, May 26.
The agency noted that with the re-activiation, they are now going to catch violators through their digital assets, such as CCTV cameras and other gadgets.
“Sa ipatutupad na NCAP, huhulihin ang mga lumalabag sa mga batas-trapiko sa pamamagitan ng high-definition CCTV cameras, digital cameras, at iba pa na gadgets tulad ng speed gun at hand-held video cameras,” it advised the public.
The MMDA also added that the NCAP will be effective in major thoroughfares in Metro Manila and roads that are under their jurisdiction.
Included in the list of NCAP-covered roads are EDSA, C-5, Roxas Boulevard, Macapagal Boulevard, Ortigas Avenue, Quezon Avenue, and Commonwealth Avenue, Marcos Highway, among others.
This move will come almost a week after the Supreme Court (SC), during its en banc session, partially lifted the Temporary Restraining Order (TRO) on the policy.
This came after the MMDA, through the Office of the Solicitor General (OSG), submitted a motion to the Supreme Court to lift the TRO to “effectively address traffic congestion on Metro Manila’s major thoroughfares and to safeguard the welfare and safety of all road users.”
The re-implementation of NCAP also coincides with the nearing start of the EDSA Rebuild project on June 13, which is expected to cause heavy build-up in the major highway.
